The Missouri Department of Motor Vehicles suspended Mr. Garcia's
license
for 10 years which was up on 5-24- 05. Garcia has been driving in
Texas and
received a DUI conviction there in 2000
Missouri and Texas are reciprocal states and honor the suspensions
of the
other, yeh right. So why did Mr. Garcia have a limited drivers
license in
Texas during his revocation from Missouri? Also, was he driving
SPCA vehicles?
Also in 1989 His 4 year old child was removed from his home by the
State of
Missouri. The record is sealed. In Missouri, in 1989, the only time
a CPS
(Child Protective Services) record was sealed is when there was
sexual or
physical abuse.
Now GFN wonders, and ponders the thought, why would the Texas SPCA
hire a
convicted drunken felon with an outstanding warrant in Arizona and has
suspected child abuse, possibly sexual in nature, from Missouri,
and then put him in
a place of authority? Makes' one scratch their heads and go Hummmmm?

are
deeply sorry for any inconvenience this may cause the Texas SPCA.
However, before
you go bringing a frivolous lawsuit against us, what SSN number
does the
Texas SPCA have on record for one Mr. Frank David Garcia?
* We suggest you start doing background checks on people you
pay an $
80,000 salary plus $12,000 in perks to, per year. Oh, we forgot,
don't you
forget the money he gets for selling pedigreed animals out of the

that he has stolen from honest hard working Americans.
